Rusting of iron is due to the presence of H+ ions. Alkaline medium reduces the concentration of H+ ions by increasing the concentration of OH- ions. (It will neutralize H+ ions) and inhibit rusting.

The alkalinity of the solution prevents the availability of H+ ions.
