Hills and rocks are cut to make a pathway or road for the convenience. The land removed is filled up the material used in making the roads or railways and the waste materials in filled at some sites where the land is cracked or unbalance.  
This makes the path way very easy and helps in easy transportation among cities and among countries too. It increases trade. 
It can how ever imbalances the land and can some times cause land sliding
