Valency is the number of electron required for an element to be stable or to achieve nearest noble gas configuration.

Hydrogen has valency 1 as it need 1 electron to achieve its nearest noble that is helium and halogens are the elements in group 17 i.e. they have 7 elements in their last shell so they need only 1 electron to achieve the next noble gas configuration.
