all bases are not bases ...

this is because alkalis are the substance which when dissolved in water(in aq.state) , yield a hydroxyl(OH- ) ion.... which reacts with the metallic ion to give salt and water while ,

not all bases (metallic oxides and hydroxides) disslove in water to give an hydroxyl ion as some bases are insoluble in water...
