all alkalis are bases but all bases are not alkali. why?

firstly bases which which are completely soluble in water called alkalis like sodium hydroxide, potassium hydroxide etc.
Bases or dissolved in water or aqueous solution doesn't give hydroxyl ions.Hence all alkalis are bases but all bases are not alkalis.
