This statement symbolizes the spirit of equality among the citizens of a country.
Every is treated equal before law or everyone is equal is the eyes of law. 
It can be easily plotted from one example : - 
If a big businessman and a poor man did the same crime and proved guilty, there punishment would also be same. It should not me like, poor man gets more punishment than rich man.  
So, the eyes of the Woman Of Justice are closed as it symbolizes that law has no eyes.
