Hey dear ,

Now this question is not right b'cause in late 2019 the rule and regulations of Jammu and Kashmir has been changed.

At other then native people no one has the right to own a land in J&k.

But now a/c to order of supreme court's decision the rule has been changed and now everyone can own a land.
