All combustible substances are not fuels. Why?

beacause A combustible substance is the one which can burn.it does not necessarily means that it would produce large amount of heat without leaving any residue .thus all fule are combustible butnot all combustible substance fule.

eg white phosphate is also a combustible substance but it is not a fuel
