all democracies are likely to have a constitution . democracy is a government of people ,so a constitution is necessary to keep a check on government and enable people to get proper rights. it also prevents any misuse of power. but in a non- democratic country , all power lies in hands of particular monarch or ruler. so he needs no constitution to keep a check on his powers. therefore a non democratic country may not have a constitution.
