False. All sentences do not have to start or end with an ellipse.
An ellipse is a set of three periods (. . .) which is used to indicate an omission in one's speech etc. It is mostly used in the quoted material.
An ellipse is used rarely at the beginning of a sentence. It is usually used in the beginning of a sentence when the quotation starts mid-sentence.
