ANSWER:

Nothing is meaningless in the world, everything has it's own meaning. It is true that all natural resources are made up of or ar products of a natural cycle, but sometimes after their usage, they take different time span to renew themselves naturally. Due to which coal is less available compared to air. Hence, we can classify coal and air in different categories because air replenishes quickly whereas coal doesn't. Therefore we call air as renewable resource and coal as non-renewable resource.
