Sugar is a natural substance as. Sugar solution does not changes color on either blur or red litmus paper.

As the reaction of acid and base do not form sugar that means sugar is not salt. So, we can say that Sugar is a natural substance which is not a salt.

We know that salt forms because of reaction of acid and bases together.

Since, the nature of salt depends on the acidity of basucuty of the involved acids and bases.

So, we can say that all neutral substance can't be a salt.
