t-v gives bond pair electrons  = 6/2=3

and 2v-t gives lone pair of electrons

which is 4

and we do pair we have = 2

now make structure by this information

carbon has one electron left and oxygen has become hypervalent specie so oxygen donate 1 electron and gets positive charge and carbon negative
