Some seeds fall at a place only and compete for air, water, minerals etc

some may die before maturation

so the plants produse a large number of seeds

if all the seed germinate the herbivores are covered whole the earth

so that only if plants produse a lot of seeds also they may die before germinating in to a plant due to different reasons
