Hey bro!!!! Not every plant grows from a seed. Some plants, like ferns and mosses,grow from spores. Other plants use asexual vegetative reproduction andgrow new plants from rhizomes or tubers. We can also use techniques like grafting or take cuttings to makenew plan..........
And by me...
Some seeds are not fertile seeds. They do not contain embryo. Some seeds are viable only for a short period after their formation. So after a certain period they do not grow and form a plant. Some seeds are dormant type. They can be germinated only after a certain period of rest after their formation. So all seeds of all plant species can not form a new plant.
