Mixtures are something in which two or more substances are mixed

Solutions are mixtures in which one is liquid that is water and one or two solvents are added

Therefore we can say that all solutions are mixtures but not all mixtures are solutions because solution contains water where as mixtures are also of solid substance such as soil
