Hy mate_

In the story all the children were born on the planet Venus(except Margot who just came from EarthI5 years ago). All of them were 9 years old and when the last came out seven years ago they all were 2 years old. Hence, they couldn't remember anything. They have read about the sun only in poems and stories. They were so excited to see the sun that they even dreamer of it, but as soon as they woke up due to sound of the continuous rain, there dreams are gone and they see water everywhere outside. This phrase is a way of the writer to let the readers experience the pain of those children.

Hope it helps_
