All the rain is not utilized as only some water is rain harvested or percolated by the soil. Nowadays as we don't have much soil ground in city, we have roads and building so the water is not percolated. It actually gets dried by the sun heat.

Yes it is not utilised much because the place where no one lives that’s the place most of the rain comes so no one can utilise it
