all the rain that falls over an area cannot be utilised. explain the statement

All the rain is not utilized as only some water is rain harvested or percolated by the soil. Nowadays as we don't have much soil ground in city, we have roads and building so the water is not percolated. It actually gets dried by the sun heat.
