Yes, it is true that all the unions do not enjoy equal powers as states like Jammu and Kashmir are given a special status as only residents of Jammu and Kashmir can buy land there. Also 7 regions are given the status of union territories as they do not enjoy the powers of a state and the central government has special powers in running these territories. Examples are - Dehli, etc.
