chordates are the animals which have a notochord. while, vertebrates are animals with notochord only in embryonic stage and is replaced by a vertebral column. so, not all chordates necessarily have a vertebral column (As in the subphyla urochordata and cephalochordata) but all vertebrates are chordates as all vertebrae are developed after degeneration of the notochord.
