True, All vertebrate are chordates but all chordates are not vertebrate..
bcz the phylum: hemichordate (balanoglossus) having half chordate and hence it can't be added into the chordate..
where as chondrichthyes and oestrichthyes are having cartilage bones..
tetrapoda are also having true vertebrates hence it can said as chordate..
