these lines are said by Franklin D. Roosevelt. He said these lines because he want to tell us that we should not be afraid of anything and the thing we should be afraid is the fear only.

Roosevelt said '' All we have to fear is fear itself'' because terrors and fears are psychological. The fear of death is what makes us die every moment. In death there is peace, but terror is only in the fear of death. Once we try to overcome this fear with courage and determination than we have conquered all fears.
