although a stone and earth attract each other with equal force,why do we observe that only the stone falls towards earth but not the earth rising towards the stone?

Because mass of stone is very small as compare to that of earth
This implies that gravitational force will be less so rather does not more towards stone

Because earth has higher mass than stone and according to Newton 's 2nd law of motion
F=ma
or. a=F/m
. Because of the stone has lower mass it attracts earth with a very very little acceleration and we finds only that earth is attracting the stone not the stone
