in co2 the central atom is c

so steric number is only two and thus hybridization of carbon is sp and as we know the sp have lenear structure

in case of h2o the central atom is oxygen and the oxygen have steric number 4 so the suitable arrangment of lone pair and bond pair  is tetrahedral but shap consider only bonded atomes and there is only two atome attach to central oxygen .the lone pairs repel each other and also bond pair repeled by lone pair and thus the lone pairs donot alow to have lenear goemetry of h2o
