Reason:

  1. Fluorine and chlorine are strong enough oxidizing agents.
  2. when fluorine reacts with water, hydrogen fluoride and oxygen gas is produced with Hypo fluorous acid as an intermediate.
  3. Chlorine and other gases belonging to this group forms this intermediate only when performs in the presence of sunlight.
  4. so, they are weaker oxidizing agents compared to fluorine.
