Although fluorine is more electronegative than oxygen, but the ability of oxygen to stabilise higher oxidation states exceeds that of fluorine. Why?

Ofcourse, the higher oxidation state of Mn is found in oxygen compounds i.e in manganese oxide like Mn2O7,  because oxygen has tendency to form multiple bonds with Mn but fluorine can not.
