There are a significant number of countries which do not grant citizens the right of universal adult franchise. For example, a number of countries in West Asia are non-democratic and do not hold elections. Even if elections are held, women are not allowed to vote. An example of this is Saudi Arabia. Communist countries like China do not elect it top officials through elections based on universal adult franchise. Instead, members of the Communist Party vote to elect one of themselves to high offices of state.
