By doing what we do outside India, in western countries, here in India. People in the West or Singapore or China, have slowly accustomed themselves to be disciplined about waste.They never refrain from doing their part in keeping their societies clean. In Japan, citizens also take self initiatives and clean their localities in turns. Such is the resolve of people outside of India towards country.
Heavy penalties in Singapore/China do exist, but in many places outside the world, people are concerned about how dirty their vicinities may become if they refuse to act. People in India, however, carry an indifferent attitude to waste. 
Many people in the country have started to, on a large scale, criticize the campaign by Prime Minister Narendra Modi, and his Swach Bharat abhiyan. They aggressively attacked the PM for only doing a marketing campaigning, and posing pictures to grab publicity. What the argumentative Indian, refuses to understand, is that the PM wishes to instill the same sense of cleanliness in the people of India, which people in other countries have. This problem shall never be resolved until you and I do our bit. We can go on and on, about pointing out the details as to whose responsibility it is, but we 'need' to do, is stop making our cities dirty. 

Due to the extent of our population, our unwillingness to quit plastic, and our thirst to progress quickly without accountability, the amount of waste we create has reached unusual proportions. The chaos is such, that even paying private companies to solve this issue seems vain. Because it's how the waste is being generated and it's magnitude, that matters. An informed initiative by the people will go a long way in at least preventing the problem from getting much worse. This however, requires a change in your attitude and a change in my attitude. But you and I, would pompously mock the Prime Minister or other people in the cabinet, than learn something, which is beneficial for the country!

Good deeds must be incorporated in day to day life, even if they are advocated by leaders who are not perfect. Because by the time you have a complete idealistic and perfect leader, it will be too late.
Change your attitude people, not research more on the arguments you make!
