An amendment bill can be initiated in either house of parliament. Hence amendments can be proposed by Either house of parliament (Lok Sabha or Rajya Sabha). In some amendments which involve decisions of State, those amendments have to be ratified by two-thirds of State legislatures too. Otherwise normally they have to be ratified by a two-thirds majority of the members of the house present and voting.
