if you will take a little deeper in history of chemistry e and development then you will find that a scientist name bronsted had given some postulates and theories over acids and bases.
he told that a base is a substance which have tendency to gain h + ion
so according to bronsted theory ammonia is considered to be a base because it can accept h + ion and form ammonium
