Actually, nitrogen is a non polar molecule N while in ammonia NH there is big difference between the electronegativities of N and H -atoms which causes polarity in ammonia molecule and as water is a polar solvent so ammonia dissolves more easily while nitrogen does not dissolve. It is because, polar solvent can dissolve polar molecules only.
