Lewis base is defined as electron pair donor.

Ammonia is a Lewis base because nitrogen has a lone pair of electron which can be donated to anyone and hence it acts as Lewis base.

Lewis base is the species that mainly could donate one or more electron pairs. One of the best example is NH3 acts as lewis base as it has a lone pair of electrons on nitrogen. It can readily donate.

According to the Lewis definition of acids and bases which is the compound isn't acidic as well as basic until it does something. you can't just say that "X compound is a Lewis acid unless you've seen it act as an acid with chemical reaction.
