Ammonia is strong grease emulsifier

Ammonia is a strong filed ligand in certain cases especially metals with higher oxidation state. With lower oxidation state it acts as a weak field ligand. Here Co exist in its higher oxidation state as Co+3, so ammonia acts as a strong filed ligand and it pairs up electron.
