Although F is more electronegative than oxygen, the extent of H− bonding is higher in water. There is a shortage of H in HF, whereas there are exactly the right numbers of H in H2O. Hence oxygen forms a huge ring like structure. In case of NH3, the H−bonding is limited because N has only one lone pair.
