Yes, NH3 is more polar than PH3 . Because in NH3 the Electronegativity of nitrogen atom is more than hydrogen atom so , the dipole direction is from hydrogen to nitrogen and lone pair too have dipole parallel to all the dipoles of N and H atoms . NH3 is more basic than PH3 as NH3 has more density of eletron.Owing it to the small size of nitrogen and small P orbitals it has ability to form stronger bond due to effective overlap. However in PH3 the larger sixe of P results in the P orbitals becoming diffuse and preventing effective overlap.
