Well, first-of-all you need to understand that the H bonding isn't actually bonding. It is just a covalent attraction. Also since Cl is larger than O it does not make a strong H bond. The size of the Cl makes the dipole-dipole attraction weaker. However N, F and O are smaller and thus have an H bond.
