no it is not so at that time they are in equillibrium means their quantity is fixed not same
eg.
1kg water agar hai and 2 kg ice and 3kg vapour hai to wo ye hi rhegi
means zaruri nahi hai ki wo equal ho but wo jitni bhi hai utni ki utni hi rhegi as in example......
