When the cat is away the mice will play is a proverb, it means that when the higher authority is not around, those who are under him will celebrate and enjoy their freedom..... this is very true as often people get irritated of their seniors or boss and when they are away , they start enjoying.... this doesn't happen only in offices, the classrooms in the schools have the same situations. When the teacher is away, the children start celebrating their independence. Eg.. When the teacher was away the students started behaving like junglees. It is true when the cat is away the mice will play....
