Yes, use of that in indirect speech is option but there are situations where you have to compulsorily use it. It's optional or not even necessary in question.
I'll try to explain that with the help of an example.
Now suppose : Ram said, "Will you go to school today ?"
The indirect speech is : Ram asked me if I would go to school that day.
You see that there's no 'that' used in the above sentence.
