VaishnaviLohakare: thanks
Anonymous: It's not in past. It's a fact. Say - Rain could flood garbage. Wouldn't it be changed to - Rain IS able to flood garbage?

ANSWER :

An abnormal eel was able to swim exceedingly well .

DETAILS :

The tone of the sentence is past.

This we know from the letter " could ".

Hence we will use here "was" while rewriting .

The word " to " will be added after able .

Then "swim" will remain present .
