This is a provision under the water act 1974.
According to this act the state as well as central government ensures that there is no such source of extreme water pollution. It takes care that the waste materials expelled by the factory isn't directly disposed into the genral water supply places.Any factory or Industry which doesn't follow this rule gets its license cancelled and then leads to further prosecution in the court.
