For closed organ pipe, 2nd overtone is given by -
n5 = 5v / 4Lc

For open organ pipe, 2nd overtone is given by -
p3 = 3v / 2Lo

As given, second overtones of both pipes are in unison
n5 = p3
5v / 4Lc = 3v / 2Lo
Lc / Lo = 5 / 6

Therefore, length of closed and open organ pipe are in ratio 5 : 6.
