You can see in picture the structure of c4h9cl . For being optically active we require chiral carbon(a carbon attached to 4 different groups). Here there is no chiral carbon hence it is not optically active BUT if we draw another isomer for example 2nd picture here one of the carbon is attached to cl , H , CH3 and C2H5 so all different groups hence it is optically active. So it depends on structure which you choose for optical activity.
