Let x be the amount of zinc required for 13.5 g  of copper.

13.5/4.5 = x/2.8

x = 2.8*13.5/4.5 = 2.8*3 = 8.4

So amount of alloy can be formed = 13.5 + 8.4 = 21.9 g
