An angle is 18 degrees less than 2 times its complement

Let's call the angle we seek α

Then the complement is defined as 90o−α
And twice the complement would then be:
2⋅(90o−α)=180o−2α

So the equation turns into:
α=(180o−2α)−18o=162o−2α→
Add 2α to both sides, later divide by 3:
3α=162o→α=54o

Check your answer :

If α=54o→complement=36o
Twice complement=72o
Difference = 18o Check!
