No, it won't have uniform velocity.


Velocity is a vector quantity. It requires both magnitude and direction.

The artificial satellite has uniform speed. But it is travelling along a circular path (actually elliptical path).
At each point, its direction of motion is tangential to its path. So, its direction keeps on changing.

Due to this reason, velocity is not uniform for an artificial satellite in orbit.
