Let v be the speed of astronaut in the satellite -

∆n/n = 2v/c

8.6×10^4 / 5×10^9 = 2 × v / 3×10^8

v = (8.6×10^4 × 3×10^8) / (2 × 5×10^9)

v = 2.58×10^13 / 10^10

v = 2.58×10^3 m/s

v = 2.58 km/s

Hence, speed of the astronaut in km/s will be 2.58 km/s.
