Perimeter of the square Is four times of its side.

ie., 4 * 35 = 140 meters

Boy covered a distance of 9000 meters (9 km = 9•1000= 9000 meters) in one hour. That's 60 minutes.

For covering a distance of 9000 meters he took 60 minutes.

Hence for 140 meters he will take time = 60 / 9000 * 140 = 14 / 15 minutes = 14 * 60 /15 = 56 seconds.

So he will take 56 seconds to complete his task.
