For each round around the track he covers a distance equal to the the circumference of the circular track and thus after 3.5 rounds around it, his distance travelled is 3.5 times the circumference of the track.
As far as displacement is concerned, for each round he takes displacement is zero and since he goes a half round around the track, he will be on the opposite side of where he was at first and thus his displacement will be ( 2 X the radius of his track)
